Report on the Work of the Government

Delivered at the Fourth Session of the Seventh People’s Congress of Hainan Province on January 14, 2025

Fellow deputies,

On behalf of the People’s Government of Hainan Province, I will now report to you on the work of the government for your deliberation and approval. I also invite comments from members of the Hainan Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other non-voting delegates.

I. A Review of the Work in 2024

The year 2024, which has just concluded, marked the 75th anniversary of the founding of the People’s Republic of China. It was also a critical year for achieving the goals and tasks of the 14th Five-year Plan, as well as for making breakthroughs in island-wide special customs operations. General Secretary Xi Jinping paid a special visit to Hainan once again after a two-year interval, received work reports from the Hainan Provincial Committee of the Communist Party of China (CPC) and the provincial government, and delivered important remarks. This fully demonstrated the CPC Central Committee’s commitment, care, and earnest expectations for Hainan’s comprehensive reform and opening up and the building of the Hainan Free Trade Port (FTP) with Chinese characteristics. The visit, a milestone in Hainan’s reform and development journey, encouraged and invigorated the entire province, and significantly strengthened our confidence and determination to accelerate the construction of the FTP.

Over the past year, we faced a challenging and complex external environment and coped with arduous and demanding tasks of advancing reform and development and ensuring stability. Additionally, we experienced extremely heavy rainfall and the strongest autumn typhoon to have made landfall in China since meteorological records began, which led to catastrophic flooding in the Wanquan River basin. In response to these challenges, we have adhered to the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, kept General Secretary Xi Jinping’s instructions firmly in mind, and fully implemented the guiding principles of the 20th CPC National Congress as well as the Second and Third Plenary Sessions of the 20th CPC Central Committee. We have carried out the decisions and plans of the CPC Central Committee and the State Council with unwavering determination. Under the strong leadership of the Hainan Provincial Committee of the CPC, we have comprehensively and accurately implemented the new development philosophy, stayed committed to high-quality development as our primary task, actively integrated into and served the new development dynamic, and focused on establishing a solid foundation for long-term progress. We emphasized advancing reform and opening-up as well as improving quality and efficiency. We responded effectively to typhoon disasters to protect livelihoods and mitigate risks while making sure we did not cross red lines. We upheld fundamental principles while breaking new ground and worked diligently and pragmatically, leading to significant progress on all fronts. The construction of the FTP has begun to take shape and gain momentum.

— Focused on our objectives, we took extraordinary measures to boost the economy and promote development, and made every effort to stabilize and improve economic performance. We enhanced our monthly monitoring and quarterly review approach, ensuring high-frequency and highly efficient coordination of economic operations with end-to-end services and comprehensive resource support. Provincial leaders were at the front lines to resolve challenges, while government agencies at all levels learned from and worked with each other, stabilizing the economic fundamentals amid difficulties. It is expected that the provincial GDP will grow by approximately 3.5 percent. The added value of industries above the designated size increased by approximately 7 percent, fixed asset investment grew over 7 percent, trade in goods rose by 20 percent, and trade in service grew by 23.9 percent, with the ratio of foreign trade to GDP above the national average. We fully implemented a raft of national incremental policies and existing national policies, rolling out more than 130 new key supporting measures to foster new drivers of economic growth. We have strived to increase the local government debt quota by 75.3 billion yuan for the entire year, and secured 10.22 billion yuan in ultra-long special treasury bonds, effectively supporting 94 key projects in the categories of “two priorities” and “two renewals.” [1] Tax-paying market entities increased by 195 thousand, or 22.1 percent. Additionally, provincial enterprises in transportation investment, water conservancy, and state-owned capital operation [2] were restructured and consolidated. Over the past year, the provincial economy forged ahead despite challenges, achieving steady progress and demonstrating strong resilience and significant growth potential.

— Focused on key areas and critical issues, we concentrated efforts and made breakthroughs in priority areas, ensuring tangible results from the seven major campaigns on key issues and in key areas. Special working groups were established and action plans formulated, featuring targeted efforts to advance progress in an overall manner. Focusing on island-wide special customs operations, all infrastructure construction projects were completed, the policy and institutional frameworks gradually improved, and testing and drills were carried out continuously, with effective risk prevention and control. Focusing on expanding investment, the five lists [3] project database was implemented continuously, with non-real estate investment growing by 8.9 percent and infrastructure investment increasing by 12.3 percent, demonstrating the pivotal role investment plays in driving economic growth. Focusing on tourism consumption, thanks to our integrated development of culture, sports, tourism, commerce, and exhibitions, we saw tourist arrivals up by 8 percent, and inbound tourists reaching 1.11 million and growing by 115.6 percent. Focusing on strengthening industrial chains, we developed new industry clusters, including a 100-billion-yuan airport-based industry cluster, the 100-billion-yuan Yangpu petrochemical new materials & advanced manufacturing industry, a 50-billion-yuan modern financial industry cluster, a 10-billion-yuan tropical food processing industry cluster, and a 10-billion-yuan oil and gas exploration services industry cluster. Focusing on improving the business environment, we conducted in-depth actions in five key areas to strengthen the foundation and enhance the efficiency of government digital transition [4] and achieved good outcomes in the Integrity Hainan Initiative. All 754 government service systems in the province were integrated and linked together, with 50 new Credit Plus scenarios introduced. Focusing on improving the quality of the financial sector, the first contract was signed for a cross-border capital concentrated operation center for centrally-administered state-owned enterprises and the center was established. Inclusive loans to micro and small businesses, medium- and long-term loans for manufacturing companies, and green loans grew by 9.86 percent, 8.05 percent, and 40 percent, respectively. Aggregate financing to the real economy increased by 155 billion yuan, and the quality of credit assets continued to improve. Hainan Rural Commercial Bank started operations. Focusing on foreign investment and foreign trade, the number of foreign-funded enterprises grew by 19.2 percent, non-financial outbound direct investment ranked seventh in the country, trade with Belt and Road partner countries and regions jumped by 41.5 percent, and new-type offshore international trade rose by 6 percent. The country’s first digital export processing zone was approved and established in Hainan.

— Focusing on putting people and their lives first, we were united together and determined to overcome difficulties, effectively and powerfully combating super typhoons, extremely heavy rainfall, and catastrophic flooding in the Wanquan River basin. In particular, when Super Typhoon Yagi made landfall and impacted Hainan head-on, General Secretary Xi Jinping and other national leaders issued important instructions and directives from a place of deep concern. Under the strong leadership of the CPC Central Committee and the State Council, with strong support from various central Party and national government departments, centrally-administered state-owned enterprises, other provinces, autonomous regions, and municipalities directly under the central government, military and police forces, and all sectors of society, the entire province responded promptly to the call, stood together through thick and thin, and deployed all available forces to fight. Early assessments and proactive deployments were made, and decisive emergency measures such as five suspensions and one closure [5] were taken. We coordinated the relocation of 35 thousand vessels to safe areas to shelter from the storm, urgently relocated and resettled 650 thousand people, and raced against time in our rescue and disaster relief efforts. In the shortest time possible, we achieved six connections and one drainage [6] and made every effort in reconstruction, which safeguarded lives and property and minimized disaster losses.

Over the past year, the following key tasks have been accomplished:

1. Accelerating the development of new quality productive forces and further optimizing the industrial structure. We advocated for the transformation and upgrading of traditional industries, the development and growth of emerging industries, and the accelerated cultivation of future industries, with a specific focus on empowering the building of a modern industrial system through new quality productive forces. Progress has been made in adjusting the industrial structure. The added value of modern services has increased by 7 percent and that of high-tech industries has increased by 8 percent. Revenues of Internet and related service enterprises above the designated size have increased by 9 percent. Revenues in scientific research and technical services industries have grown by 14.9 percent. The share in the added value of the four leading industries [7] increased by four percentage points. The total number of taxpayers in these industries grew by 10.5 percent, and the growth rate of their tax revenue was 4.7 percentage points higher than that of the whole province. The integrated development of culture, sports, tourism, commerce, and exhibitions burst with new vitality. A total of 31 large performing arts events were held, and high-quality, international performances inspired the market. Coming to Hainan to watch concerts, attending music festivals, and visiting brand exhibitions has become a new trend. The scenic attraction Tianya Haijiao (lit. “edge of the sky, rim of the sea”) was rated as a national 5A scenic spot, and Shimei Bay was selected as a national-level tourism resort. Three new national-level nighttime cultural and tourism consumption aggregation areas were established. The Hainan Tourism Development Conference, Hainan Island International Film Festival, and Dongpo Cultural Tourism Conference were successfully held. Tropical high-efficiency agriculture was expanded and improved. Hainan Nongken Investment Holding Group Co., Ltd. was listed among China's top 500 enterprises, leading the world in rubber processing and trade volume. Six enterprises in the province were listed among China's top 500 agricultural enterprises. The sales volume of agricultural products sold outside of Hainan Island increased by 64.7 percent. The tropical fish farming industry was selected as a nationally advantageous and characteristic industry cluster. A new deep-sea cage aquaculture capacity of 890 thousand cubic meters and a factory farming area of 670 thousand square meters were added. Recreational fishery output value grew by 19.2 percent. The Yangpu National Cold Chain Logistics Base was approved for construction, addressing the “first-kilometer” issue (the distance between where the product is produced to the first farmer’s market or logistics center) in agricultural product logistics. Hainan continued to attract domestic consumers to spend within the island instead of overseas. The fourth China International Consumer Products Expo (CICPE) set a new record in scale. The pilot electronic tags for offshore duty-free cosmetics were implemented, with duty-free sales of business entities reaching 47.03 billion yuan. The number of licensed medical equipment users and medical tourism at the Boao Lecheng International Medical Tourism Pilot Zone grew by 79.3 percent and 36.8 percent, respectively. The number of students and teachers at the Lingshui Li’an International Education Innovation Experimental Zone reached nearly 5,000. Five Sources of Competitiveness gathered momentum and sought further development. Focused on seed breeding as a source of competitiveness, we established 20 research platforms for seed science in Nanfan’s “Silicon Valley,” with the growth rate of Nanfan’s seed industry output value of 47.75 percent. Hainan Nanfan Seed Industry Group Co., Ltd, and Yazhou Bay Biotechnology Breeding Industry Alliance were established, and the Asian Seed Congress was successfully held. Focused on the sea as a source of competitiveness, we put the deep-sea technology innovation public platform into trial operation, and a series of major deep-sea equipment was deployed. Exploration No. 3, our country’s first domestically developed deep-sea, multi-functional scientific research ship, has been commissioned. The first deep-water high-pressure gas field was put into operation. The regional marine innovation index ranks in the top tier nationwide, with the gross ocean product increasing by 10.4 percent. Focused on the sky as a source of competitiveness, we saw the first successful space launch at China’s first commercial spaceport. “New launch pad, new rocket, new mechanism, and new team” opened a new journey for commercial space in Hainan. The main structure of the satellite super factory was capped, the comprehensive information and service platform for remote sensing satellite applications was completed, and a batch of industrial projects such as the rocket assembly and testing reusable workshop commenced. Focused on digital technology as a source of competitiveness, we implemented the Hainan Free Trade Port Digital Economy Promotion Regulations. The first business deal for digital processing was completed, and the public service platform for “gaming export” was launched. A total of 114 online game licenses were approved, ranking among the top in the country, and the revenue from core digital economy industries was up by 8 percent. Focused on green energy as a source of competitiveness, we saw the proportion of clean energy installed in the province reaching 83.6 percent. Supportive tools for carbon reduction like carbon-neutral loans and green electricity and green electricity certificates (GECs) have led to carbon reductions of approximately 2 million tonnes.

2. Anchoring the “No.1 Project” of island-wide special customs operations, and making solid progress in the FTP’s construction. The Third Plenary Session of the 20th CPC Central Committee proposed to “accelerate the development of the Hainan Free Trade Port,” injecting powerful momentum into the FTP’s development. Key progress has been achieved in island-wide special customs preparations. Annual targets for task lists, project lists, and stress test lists have been met. The 33+13 key tasks for island-wide special customs operations, such as formulating the catalog of imported taxable goods, are being advanced according to schedule. All 31 island-wide special customs infrastructure projects, including port inspection facilities, and four supplementary projects have been completed. A total of 33 informatization projects, such as the port supervision service information system and the informatization of anti-smuggling comprehensive law enforcement stations, have been put into use or launched on a trial basis. Comprehensive stress testing for 27+10 tasks, including recognition of foreign professional qualifications, has been fully initiated. The FTP’s policies continue to be optimized and upgraded. The encouraged industries catalog has been expanded by 33 items. The policy of duty-free domestic sales of processed value-added goods has been extended across the island, with 176 companies submitting applications and a total domestic sales value of 2.04 billion yuan. The effects of the three zero-tariff lists [8] have been released, with the supervised “zero-tariff” goods value exceeding 1.9 billion yuan. Measures for managing crude oil imports based on designated enterprises, designated varieties, and designated quantities have been implemented and achieved tangible results. Three new batches of 18 institutional integration and innovation cases have been newly released. The land supermarket full life cycle management model has been selected as one of the best practice cases in the fifth batch of China’s pilot free trade zones. Over 30 measures aligning with international high-standard trade and economic rules have been implemented, including duty-free policies for the temporary exit [for maintenance] and re-entry of aircraft and ships into the FTP. The value of bonded aircraft maintenance increased by 5 times. Opening up has been accelerated. A total of 56 facilitation measures to optimize the business environment at ports and to promote high-quality foreign trade development have been issued. The Ministry of Foreign Affairs (MFA)’s event of presenting Hainan Free Trade Port to the world was successfully held. The number of global free trade zone (port) partners has increased to 38. A comprehensive pilot program for expanding the opening up of the service sector has advanced, with fields such as value-added telecommunications, medical services, health food, and special medical-purpose formula foods further approved for expanded openness. Multi-functional Free Trade Accounts, or Electronic Fence Accounts (EF Accounts), have been launched, with funds of free trade accounts (FT Accounts) increasing by 87 percent and cross-border payment reaching 108.63 billion US dollars. Sixteen measures were issued to improve work and living convenience for expatriates, further expanding visa-free entry purposes for citizens of 59 countries. Policies such as a 144-hour visa-free entry for foreign tour groups from Hong Kong and Macau and a 240-hour visa-free transit policy for foreign passport holders have been implemented, maintaining the country’s most favorable entry-exit policies. The issuance of work permits for foreigners in Hainan has increased by 16 percent. A total of 77 international air routes have been opened. Qionghai Boao International Airport has become the province’s third international airport. The island’s Yangpu Port and Abu Dhabi Port in the United Arab Emirates have established a sister port relationship under the Belt and Road Initiative. China’s first international ship registry, the Hainan International Ship Registration Administration, is now operational, with 48 international cargo ships registered at the Yangpu Port of China, totaling a deadweight tonnage of 5.37 million, ranking second in the country. New Middle East and South America maritime shipping routes have opened, bringing the total number of container liner routes to 72, forming a new paradigm of routes for both domestic and international trade and reaching nearby and distant destinations. Regulations on the Development of International Data Centers in the Hainan Free Trade Port have been issued, with approval granted for full-service international communication gateway exchanges by the three major telecom operators. The FTP’s safety barriers have been continuously reinforced. Major risk prevention tasks for the construction of the FTP have been greatly advanced. Anti-smuggling efforts for offshore duty-free goods have shifted from simply stopping violations to addressing the root causes. Sixty-four anti-smuggling comprehensive law enforcement stations have strengthened practical operations, maintaining a robust closed-loop anti-smuggling defense across the island.

3. Coordinating education, science, and talent to sustain innovation momentum. Efforts to create a dynamic integrating education, sci-tech development, and talent cultivation are shaping new drivers and advantages for development. The construction of a high-quality education system is accelerating. Forty-seven thousand new public school slots were added in primary education, and 47 education groups were established. Thirty public kindergartens were built or expanded. Centralized enrollment for primary and secondary schools through machine-based admissions and a one-stop online platform in the province was achieved. The pilot project for the Smart Education of China platform for primary and secondary schools was fully advanced in Hainan. A Hainan student won the province’s first gold medal at an international Olympiad. [9] The province’s performance in the National Compulsory Education Quality Oversight is improving and trending positively. Hainan University’s overall development progress continues to rank among the top universities in the country. Hainan Medical College was officially renamed Hainan Medical University. Four new higher education institutions were established in Hainan and four prestigious domestic higher education institutions established branches in the province. Nine new doctoral programs were approved and 143 undergraduate and vocational programs were adjusted. Four gold medals were won at the World Vocational College Skills Competition, a record high. The strengthening of advantages in sci-tech innovation is accelerating. Research & Development (R&D) expenditures are expected to grow by 25 percent, with the intensity increasing to 1.4 percent. The Yazhou Bay National Laboratory transitioned to a new phase in an orderly fashion. Significant progress was made in building the Hainan Quantum Technology Base. The Hainan Provincial Aerospace Technology Innovation Center was approved for establishment. Two first prizes and three second prizes at the State Science and Technology Awards were secured, achieving several breakthroughs. Record highs were achieved in the number of newly funded National Natural Science Foundation of China projects and the total funding received. China’s first public scientific research pier successfully passed completion acceptance. International collaboration in science and technology was deepened, with one national-level Belt and Road Initiative joint laboratory approved, the China-Latin America and the Caribbean Sustainable Food Innovation Center inaugurated, and a China-Indonesia joint scientific expedition successfully conducted. The development of a high-quality talent workforce is accelerating. We attached equal importance to the introduction, training, and effective utilization of talent. A series of policies and measures for the comprehensive introduction, training, and effective utilization of talent were developed and introduced, along with ten supporting documents, including the empowering and enabling list for talent development and “one park, one strategy.” Eleven new postdoctoral research stations were established, and a postdoctoral doubling plan was implemented, with 304 new postdoctoral researchers joining throughout the year. Two individuals were awarded the title of National Outstanding Engineer and two individuals won the Ho Leung Ho Lee Foundation Prizes. The construction of youth development-oriented cities was promoted. A fast-track promotion system was explored and piloted for outstanding university and college talent. The number of overseas talents participating in domestic professional qualification exams and obtaining certification has doubled. A total of 174 thousand talents were introduced to the province and 121 thousand skilled workers were added to the workforce.

4. Urban-rural synergy was promoted through strengthening regional coordination and integration. Adhering to “the whole province as one chess game and the whole island as one city” development approach, efforts were focused on creating a development paradigm with complementary strengths and coordinated interaction. The stimulating effect of the “three poles (key economic circles)” was further enhanced. The industrial development plan for the Haikou Economic Circle (Haikou City, Chengmai County, Wenchang City, Ding’an County, Tunchang County) was completed; a batch of regional classic tourism routes were developed, along with the establishment of the Northern Regional Center for Disease Control and Prevention. The Sanya Economic Circle established a routine “going out together” mechanism for investment promotion and tourism marketing; 22 additional region-wide whole-of-government service items were made available on top of province-wide initiatives, and the Sanya section of the Sanya-Ledong Tourist Railway began operation. The Danzhou-Yangpu Economic Circle saw its total industrial output value exceed 150 billion yuan. The construction of the FTP new city around Xinying Bay sped up, with the network of the highway running along the coast largely completed. The Hainan Western Central Hospital Coastal Campus and the commercial port around Xinying Bay officially began operation. Inter-regional industrial cooperation was deepened. The Hunan-Hainan Co-constructed Advanced Manufacturing Industrial Park now hosts 27 enterprises, with the main structures of Sany and Zoomlion projects completed. The Guangdong-Hainan Advanced Manufacturing Cooperation Industrial Park has attracted 47 projects. The Zhejiang-Hainan Cooperation Industrial Park was inaugurated, with the first 10 enterprises settling in. The Shenzhen-Danzhou Cooperation Zone saw the launch of projects by the Shenzhen Agriculture Power Group and the Shenzhen Port Group, with a planting base of around 10,000 mu (about 666.7 hectares) going into operation. Cooperation agreements were signed with Beijing and Tianjin on free trade zone (port) initiatives. The new urbanization strategy progressed steadily. A total of 24 urban renewal projects were implemented, with an investment of 14.5 billion yuan. Renovations of 261 old and dilapidated urban residential areas began, benefiting 23 thousand households. A total of 20.4 thousand government-subsidized housing units were completed, 3,929 units (rooms) of subsidized rental housing were allocated, and housing rental subsidies were provided to 17.6 thousand households. The quality and efficiency of Infrastructure was improved. Projects such as the tourist road around the Hainan Tropical Rainforest National Park, the extension of the G9812 Expressway, and the Haikou Yangshan Avenue-Ding’an Murui Mountain Road were completed and opened to traffic. Projects such as Phase III of Macun Port, Jinpai Port, and its supporting facilities, the expansion of the pan-Sanya section of the G98 Hainan Island Ring Expressway, and the demonstration section project of the Five Networks in One model of reconstruction and expansion of the G225 Expressway Ledong-Sanya commenced. The master planning of Haikou Meilan International Airport, Yangpu Port, and Haikou Port has been approved. The Nanfan Base (Leya area) water conservancy facilities construction project was completed and passed acceptance, while the work on the main structure of the Niululing Reservoir Irrigation Area accelerated. The Changhua River water resource allocation project commenced. The 500kV main grid project surpassed its halfway point, and the promised time and cost of establishing high- and low-voltage power connections were among the shortest and lowest in the country. Updates to aging urban gas pipelines under the 14th Five-year Plan were completed ahead of schedule. The coastal scenic highway was selected as a national demonstration case for integrated transport and tourism development. The penetration rates of gigabit fiber optic internet and 5G networks in unincorporated villages with 20 or more households reached 100 percent and 91.5 percent, respectively. Rural revitalization was strengthened and accelerated. The planting areas for grain and oil crops exceeded national targets. A total of 56 regional public brands, including the Hainan Rainforest Large-leaf Tea, were launched, and 10 provincial demonstration bases for the Fresh Hainan agricultural brand were created. The number of provincial-level shared farms has reached 73. The area of the under-forest economy doubled. The capitalization of transferred state-owned construction and agricultural land in agricultural reclamation areas reached 15,200 mu (about 1013.3 hectares). The construction of 300 beautiful and harmonious villages has been completed. The One Hundred Social Organizations Linked with One Hundred Villages Initiative [10] benefited nearly one million people directly. Up to 99.5 percent of rural residents have access to sanitary toilets. The per capita disposable income growth rate of rural residents was three percentage points higher than that of urban residents.

5. Ecological features have become more vibrant by tending to the environment. Firmly implementing the Xi Jinping Thought on Ecological Civilization, we are striving to create a model for the Beautiful China Initiative. Significant progress has been made in eco-environmental governance. The effective rectification of problems found in the first and second rounds of the central inspections of ecological and environmental protection has been consistently consolidated, and the rectification of problems found in the third round of inspection has been carried out in an orderly fashion. The proportion of days with excellent and good air quality throughout the year was 99.4 percent, with a PM2.5 concentration of 12 micrograms per cubic meter. The quality of the eco-environment continues to rank among the best in the country. Sansha City continues to carry out fishery stock enhancement and coral reef restoration. Landmark projects have yielded new successes. The population of the flagship species of the Hainan Tropical Rainforest National Park, the Hainan gibbon, has recovered to seven groups with 42 individuals. The sales proportion of new energy vehicles accounted for more than 55 percent, ranking among the top in the country. The 2024 World New Energy Vehicle Congress was successfully held. The province has pioneered a comprehensive plastic ban, with the replacement rate of degradable plastic products reaching 80 percent. The proportion of prefabricated buildings in new constructions exceeds 75 percent. The centralized collection rate of urban domestic sewage reaches 69 percent, and the treatment rate of rural domestic sewage reaches 80.1 percent. The rate of excellent and good surface water quality of cross-section monitoring at the provincial level was 96.9 percent. The Boao Near-zero Carbon Demonstration Zone has reduced carbon emissions by 96.2 percent, officially entering the near-zero carbon operation phase. New results have been achieved in utilizing ecological resources. The carbon footprint calculation study of Wuzhi Mountain large-leaf tea and the carbon labeling ecological value enhancement plan were completed, and a pilot tropical coastal city GEP (Gross Ecosystem Product) evaluation and assessment system was established. The cross-regional ecological protection and compensation mechanism for the Chitian reservoir basin was selected as a national exemplary case. The Global Green Shipping Conference was successfully held. Major events like the Boao Forum for Asia annual conference have achieved carbon neutrality. International cooperation in research on mangrove and seagrass bed blue carbon was carried out.

6. People’s livelihoods have been solidly safeguarded, and their well-being continues to be enhanced. Adhering to a people-centered approach, more measures have been taken to benefit the people and bring them happiness, promoting social harmony and stability. The provincial-level people’s livelihood projects were completed. In 2024, for the first time, the provincial-level people’s livelihood projects were determined through a vote by all deputies to the Provincial People’s Congress. Over the past year, the CPC Hainan Provincial Committee and the provincial government have strongly promoted these initiatives, the Standing Committee of the Provincial People’s Congress included the implementation of the projects in the annual supervision plan, and deputies to the Congress conducted on-site research and supervision. Various cities, counties, and government agencies have overcome difficulties and worked hard to advance these projects, ensuring that all 10 people’s livelihood projects were completed and each one achieved its goal. Everyone’s sense of gain has been significantly enhanced. Employment conditions are steadily improving. Employment service activities such as the Hainan Students Get Hired in Hainan initiative have provided 166 thousand jobs. The employment rate for college graduates remained at a relatively high level. Moreover, 172 thousand new urban jobs were created and the surveyed urban unemployment rate was within 5.5 percent. The dynamic unresolved rate of confirmed wage arrears cases across the province reached zero. Social security has been further strengthened. The basic pension for retirees, the basic pension for urban and rural residents, the minimum living standard for urban and rural residents, the two types of subsidies for people with disabilities, [11] and the basic living and care standards for orphaned and disabled children have been steadily raised. Pilot programs have been launched to provide occupational injury protection for people in new forms of employment. Ten new comprehensive elderly care service institutions, 38 new community elderly care service stations, and 118 new senior citizen dining halls have been established. A total of 6,250 new nursery slots were opened. Health services have continued to improve. The construction of the Guangdong Provincial Hospital of Traditional Chinese Medicine Hainan Branch Phase II and the International Precision Medicine Innovation Center at the Hainan General Hospital has started. The West China Lecheng Hospital of Sichuan University has opened. High-quality medical resources continued to expand and have been distributed to lower levels. The number of drug varieties and alliances in the national bulk procurement program ranks among the top in the country. Public hospitals’ average inpatient expenses have been lower than the national average for two consecutive years. Hainan has become a pioneer in establishing eight Traditional Chinese Medicine (TCM) specialty clusters and 38 TCM specialty disciplines. Core indicators of maternal and child health continued to improve. The National Patriotic Health Campaign's annual quality improvement activities have achieved significant results. No large-scale epidemic occurred during the year, ensuring no major outbreak after a natural disaster. Cultural and sports development has flourished. The traditional weaving, dyeing, and embroidery techniques of the Li ethnic group have been transferred from UNESCO’s List of Intangible Cultural Heritage in Need of Urgent Safeguarding to the Representative List of the Intangible Cultural Heritage of Humanity. The 12th National Traditional Games of Ethnic Minorities were successfully held, with athletes from Hainan achieving the best results in history. One hundred and twenty international and national sports events were hosted. Mass sports events, such as village volleyball “super league”, gained unprecedented popularity and attracted more than one million participants. The Hainan Institute of Cultural Relics and Archaeology was established, and the Hainan Intangible Cultural Heritage Exhibition Center and Wuyuanhe Stadium were completed. The second phase of the Hainan Provincial Museum of Nationalities and the Hainan Provincial Huanghuali Agarwood Museum has begun construction. 928 items (sets) of cultural relics have been extracted from deep-sea archaeology dig sites in the South China Sea. The Wuzhishan Li and Miao children’s choir performed in France as part of the China-France Year of Culture and Tourism. Over 2,000 cultural activities for public benefit were held. The overall safety and stability of society were ensured. The holistic approach to national security has been implemented, strengthening the protection of national strategic facilities and safeguarding national political, institutional, and ideological security. Specialized actions, including the normalization of the fight against organized crime and criminal gangs, combating telecommunications and cyber fraud, cracking down on illegal gambling, and the Protecting Minors campaign, have been advanced, with public security achieving the best level in history. 98.3 percent of the backlog of real estate registration issues has been resolved, benefiting 207 thousand households. The annual target for ensuring delivery of pre-sold housing has been largely achieved. Fundamental efforts were advanced to vigorously and resolutely improve workplace safety, and workplace safety and fire safety management have achieved two reductions and three no incidents [12] in the province. No major food or drug safety incidents occurred.

7. Government efficiency was strengthened and the business environment saw visible improvement. Party development within the government system has been comprehensively strengthened, and governance capacity and levels have been continually improved. Political development has been steadily advanced. The study and implementation of General Secretary Xi Jinping’s series of important speeches and directives on Hainan’s work have been deepened, with practical actions to firmly uphold the Two Affirmations (the affirmation of Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and the affirmation of the guiding role of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era), and resolutely achieve the Two Upholds (to uphold General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole and to uphold the Central Committee’s authority and its centralized leadership). Party discipline education has been carried out in-depth, with Party members and officials learning, understanding, and abiding by Party discipline, further strengthening the Party’s discipline development. The central Party leadership’s Eight Rules on improving conduct and the detailed rules for its implementation have been strictly followed, the Four Forms of Official Misconduct have been persistently addressed, and comprehensive efforts have been made to strengthen the Party’s style of work, clean government, and anti-corruption efforts within the government system. Solid progress was made in building a law-based government. The pilot reform of the government legal advisor system was launched. The rate of heads of administrative agencies appearing in court and answering charges has ranked among the top in the country. The reform and innovation of the ad hoc arbitration and commercial mediation systems have been advanced, with China’s first ad hoc arbitration case being heard in the province. [13] Joint efforts between government agencies, courts, and prosecution authorities have been actively carried out. Comprehensive administrative law enforcement reforms have deepened. Government efficiency has been continuously improved. This round of government restructuring has been fully completed. Work mechanisms for cross-departmental coordination and top-to-bottom linkage have been improved, with clear, detailed, and quantified work requirements for each year, significantly enhancing government executive ability and the quality of government services. There has been a firm effort to eliminate pointless formalities and reduce burdens at the primary level, with strict enforcement of document management plans. The One Code for the Entire Island service mechanism and other experiences have been promoted nationwide. The business environment has been further optimized. Regulations on the Free Trade Port Minimal Requirements for Administrative Approvals have been introduced. Actions to enhance the international business environment have been implemented, including the launch of the FTP Enterprise Navigator one-stop service platform for investment in Hainan and the Haiyiban (Hainan Easy Access) digital government platform special section for providing services to foreigners, which optimizes high-frequency administrative services such as payment convenience for foreigners. The inbound travel pass for Hainan has been issued. A special initiative was launched to conduct extensive research and provide comprehensive services to promote the high-quality development of enterprises. The FTP Service for You full-chain service response mechanism has been established. 13 key items in the “getting things done with high efficiency” list have entered the top tier in national evaluation, and over 2,200 province-wide services have been made available both online and offline. The usage rate of online government services has risen to 96.6 percent. Hainan has pioneered a unified, standardized regulatory item directory for the entire province, and promoted across the province such reforms as the One-stop Comprehensive Check and the integration of the approval, supervision, law enforcement, and credit systems. [14] More than 100 million pieces of public credit information have been collected for centralized use. The number of enterprise-related notification and commitment items has ranked first in the country for three consecutive years.

Over the past year, the People’s Government of Hainan Province has taken the initiative to accept supervision from the Provincial People’s Congress, the CPPCC Provincial Committee, and all sectors of society. We have regularly carried out legislative coordination with the Standing Committee of the Provincial People’s Congress, submitted 27 legislative proposals for review, reported on special work 19 times, handled 406 proposals from deputies to the Provincial People’s Congress, and 522 proposals of the CPPCC Provincial Committee. We have safeguarded the southern gateway of China, supported the reform of national defense and the military, and completed the annual patrol in the South China Sea. We have improved our capacity in emergency response and combat of national defense mobilization, civil defense, coastal defense, mutual support between civilian sectors and the military, and veteran affairs. We have made further progress in the work of auditing, statistics, public complaints handling, government counseling, local chronicles compiling, archiving, meteorological, geological, seismological monitoring, and drug rehabilitation. We have achieved new progress in the work related to trade unions, teenagers, women and children, old age care, people with disabilities, overseas Chinese affairs, Taiwan-related work, charities, and other fields.

It has been no mean feat to achieve these results. The key lies in the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core and the sound guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is also attributable to the strong support and guidance from all departments of the CPC Central Committee and the Central Government, our fellow provinces, autonomous regions, and municipalities directly under the central government, the tenacious leadership and correct decision-making by the CPC Hainan Provincial Committee, the supervision and support from the Provincial People’s Congress, the CPPCC Hainan Provincial Committee, supervisory and judicial bodies, the support and assistance from all sectors of society, and the unity and hard work of all people cross the province. On behalf of the People’s Government of Hainan Province, I would like to express our heartfelt gratitude to our people, to all the deputies to the Provincial People’s Congress and members of the CPPCC Hainan Provincial Committee, to all other political parties, of industry and commerce federations, people’s organizations, and individuals from all sectors of society, to CPC central organs and central government departments, to fellow provinces, autonomous regions, and municipalities directly under the central government, to the People’s Liberation Army and the People’s Armed Police stationed in Hainan, and to our fellow compatriots in the Hong Kong and Macao special administrative regions, Taiwan, and overseas, and all our friends around the world for your long-shown interest in and support for Hainan’s development.

However, we are also acutely aware that there are still many difficulties and challenges in the province’s economic and social development. First, the foundation for economic recovery is still not solid with deepening adverse impacts from the external environment, insufficient effective demand, consumption in particular, and weak overall expectations. Some industries face significant downward pressure; in particular, some MSMEs are beset by difficulties in their operation. Second, high-quality development faces structural issues. The innovation capacity of enterprises is relatively weak and investment in manufacturing is low. Pro-business policies need to be optimized and better implemented, and the business environment still has gaps in meeting the expectations of entities. Third, weak links in safe development require our utmost attention, and public awareness of safe development needs to be further strengthened. There are still many shortcomings in areas such as workplace safety and disaster prevention. Fourth, there is still an insufficiency in social welfare programs. We must make more efforts to boost the income of urban and rural residents, improve the quality of basic education, and enhance primary-level health and medical services. Fifth, the culture of taking charge and action needs to be fostered. The proficiency, service awareness, and work ethics of some government staff are not adapted to the new situation, tasks, and challenges. Corruption cases occur from time to time, and the mechanism for result-delivery is yet to form. We must face these issues head-on and substantively address them.

II. General Requirements and Key Objectives for 2025

This year marks the conclusion of the 14th Five-year Plan and the pivotal year for the Hainan FTP to begin full-scale island-wide special customs operations and expand its openness. At this critical juncture, General Secretary Xi Jinping delivered an important speech in Hainan last December, providing strategic guidance for further deepening reform and accelerating the construction of a globally influential FTP with Chinese characteristics. We must have an in-depth understanding of the spirit, essence, and requirements of General Secretary Xi Jinping’s instructions on Hainan. By closely aligning with the strategic positioning of building “three zones and one center,” we will thoughtfully plan for the reform and opening-up, and high-quality development both before and after the launch of full-scale island-wide special customs operations. By freeing our minds, championing innovation and a pioneering spirit, overcoming difficulties, and taking firm steps to advance steadily, we will strive to make the FTP a vital gateway for China’s new era of opening-up, and writing the Hainan chapter of Chinese modernization.

Currently, the world is experiencing accelerated changes unseen in a century, with rising complexities, challenges, and uncertainties in the external environment. China is entering a period where strategic opportunities coexist with risks and challenges, yet the favorable conditions and underlying trend of long-term economic growth remain unchanged. The Third Plenary Session of the 20th CPC Central Committee has called for further deepening reform comprehensively to advance Chinese modernization. The implementation of an array of incremental policies and existing policies, as well as the series of plans set out in the Central Economic Work Conference, will provide a strong impetus for economic recovery and growth. As the FTP’s full-scale island-wide special customs operations approach, speeding up efforts to implement core policies will better serve as a quality booster and accelerator. The province’s unique advantages in climate, deep-sea resources, latitude, and ecology [15] are increasingly evident, and the cultivation of new quality productive forces is accelerating, bringing new advantages, dynamism, and growth drivers to Hainan’s economic development.

We fully understand that participating in and witnessing the island-wide special customs operations at the FTP is our mission and honor. We firmly believe that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, with the CPC Hainan Provincial Committee uniting and leading the people of all ethnic groups across the province to overcome difficulties, and with bold actions and diligence of our officials and the people, we will surely deliver a report card up to the expectations of General Secretary Xi Jinping and the CPC Central Committee as well as the aspirations of the Hainan people.

To achieve the overall requirements for the government’s work in 2025, we must: Follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;

Follow the visions outlined at the 20th CPC National Congress, the Second and Third Plenary Sessions of the 20th CPC Central Committee, and the Central Economic Work Conference, as well as the important speeches and instructions of General Secretary Xi Jinping on Hainan;

Implement the resolutions of the 8th CPC Hainan Provincial Congress, the plenary sessions of the 8th CPC Hainan Provincial Committee, and the Provincial Economic Work Conference;

Pursue the development of Hainan around our strategic positioning as “Three Zones and One Center,” and focus on the strategic framework of “One Guideline, Three Foundations, Four Beams, and Eight Pillars” [16];

Continue to make progress while ensuring steady performance, and implement the new development philosophy fully, accurately, and comprehensively;

Integrate into and serve the new development dynamic, and promote high-quality development;

Advance high-level comprehensive reform and opening up;

Expedite the implementation of core policies of the FTP, mobilize the entire province to drive the “No. 1 Project” of island-wide special customs operations;

Focus on building a modernized industrial system with Hainan characteristics and advantages;

Promote the integration of scientific and industrial innovation;

Nurture and expand new quality productive forces;

Boost confidence and vitality for continuous economic recovery and growth;

Improve people’s wellbeing, residents’ morality and the level of social civility;

Ensure both development and security, and safeguard social harmony and stability;

Strive to achieve the targets and tasks set out in the 14th Five-year Plan.

These efforts will lay a solid foundation for a strong start to the 15th Five-year Plan and contribute to establishing the FTP as a significant gateway for China’s opening up in the new era.

The main targets for this year’s economic and social development are: Achieve GDP growth of over 6 percent, approximately 3 percent growth in local general public budget revenue, above 8 percent growth in fixed asset investment, above 10 percent growth in total retail sales of consumer goods, and increases in per capita disposable income for urban and rural residents of about 6.5 percent and 7.5 percent, respectively; Control the surveyed urban unemployment rate at around 5.5 percent; Keep the CPI increase around 2 percent; Maintain sound eco-environment quality and meet national targets in energy conservation, emission reduction, and carbon intensity reduction.

To achieve the targets above, on the basis of closely focusing on the goals of the 14th Five-year Plan and carrying out routine work effectively, attention must be paid to the following key areas:

First, the successful realization of the island-wide special customs operations. Launching the island-wide special customs operations by the end of 2025 is a critical target for the construction of the FTP. We must keep the goal in mind and implement the plan for island-wide special customs operations with full confidence. We must accelerate the implementation of core FTP policies and have full preparedness to ensure a stable and orderly launch of the island-wide special customs operations.

Second, pioneering explorations and innovations in reform and opening up. Reform is in the DNA of Hainan, and opening up is the lifeblood of the FTP. We must leverage our role as a comprehensive platform for reform pilots, implement tasks for further deepening reforms, carefully plan the pace and rhythm of opening up, focus on the comprehensive implementation of the policies and institutional system of the FTP, as well as zero tariff, low tax rates, a simplified tax system, five liberalization and facilitation in five fields, and one safe and orderly flow, [17] align with high-level international economic and trade rules, and vigorously promote institutional opening up.

Third, focusing on high-quality development of higher speed and efficiency. Promoting high-quality development is the fundamental path for Hainan. We must leverage Hainan’s advantages in climate, deep-sea resources, latitude, and ecology, and the advantages of FTP policies, focus on the Five Sources of Competitiveness to develop new quality productive forces, deepen the integration of technological and industrial innovation, support the four leading industries to supplement, extend, optimize and upgrade their supply chains, and focus on building a modern industrial system with Hainan characteristics and advantages, driving effective improvements in quality and rapid growth in quantity.

Fourth, taking effective measures in service of the new development dynamic. Actively integrating into the domestic and international economic circulation is an essential aspect of the FTP’s development. It is essential to fully leverage both markets and resources, making the expansion of domestic demand a strategic foundation. This includes promoting the integrated development of industries such as culture, sports, tourism, and health and wellness, fostering open cooperation in tourism, cultivating and expanding new types of consumption, driving the transformation and upgrading of consumption, activating consumption potential, encouraging the return of consumption, and enhancing the quality and efficiency of consumption to advance the construction of an international tourism consumption center.

Fifth, fostering a first-class business environment. The business environment is the breeding ground for a market economy and the lifeblood of business entities. We must prioritize integrated institutional innovation, adhere to a pro-business approach by responding to their needs promptly, avoiding unnecessary interference, and delivering on our commitments. We should strengthen the substantive resolution of issues and foster a market-oriented, law-based business environment in keeping with international standards and making it part of the FTP’s core competitiveness.

Sixth, implementing the new urbanization strategy with a focus on integrated development. New urbanization serves as a strong support for coordinated regional development. We must thoroughly implement the people-centered new urbanization strategy, coordinate the layout of urban and rural infrastructure and public services, increase efforts in urban renewal, enhance the comprehensive carrying capacity of cities, orderly promote the urbanization of the rural migrant population, and fully unleash the potential of domestic demand.

Seventh, making full efforts to ensure people’s wellbeing. Ensuring that people live a happy life is our top priority, as well as the starting point and ultimate goal of government work. We must adhere to a people-centered development philosophy, strengthen fundamental and inclusive social safety net that meets people’s basic needs, improve urban and rural public service and social security systems, and address urgent and difficult issues concerning the public with sincerity, passion, and effort, address practical public concerns voted on by the deputies to the People’s Congress, and continuously improve people’s wellbeing.

III. Our Work Plan for 2025

To deliver a good performance in the work of the government this year, we must adopt a mindset of going to extra lengths from the very beginning. By seizing opportunities, moving along with the trend, shouldering responsibilities, and working hard, we spare no effort to accomplish all the objectives of this year. The focus will be on the following ten key areas.

1. Advancing the construction of the FTP into a new phase

Focusing on island-wide special customs operations—the “No. 1 Project” of the Hainan FTP, we will leave no stone unturned in the final push for preparations for island-wide special customs operations, handing over a satisfactory answer sheet to the Party and the people.

Accelerating the implementation of island-wide special customs operations. Complete all areas of work in the lists of tasks, projects, and stress tests. Further refine and improve the building of infrastructure and institutions of the Hainan FTP for island-wide special customs operations. Formulate supporting management measures for the tax policies on goods entering and leaving the “first line” and “second line” and for circulation within the island, specifying the management measures for goods enjoying zero tariffs. Implement the “second-line port” operational management regulations and push for the completion of the “second-line port” acceptance inspection. Conduct intensified stress tests under the “three unrestricted” [18] principles to validate the “first-line liberalization and second-line strict control” import-export management system. Carry out comprehensive, full-scale, and in-depth stress tests. Execute the whole-process tracking and management for “zero-tariff” goods and general, scenario-based rehearsals for the operation of the “second-line port” to identify regulatory loopholes, improve facilities, and enhance overall management for island-wide special customs operations. Conduct a comprehensive evaluation of island-wide special customs operations readiness, complete the acceptance inspection, and ensure the steady initiation of island-wide special customs operations. Conduct training on island-wide special customs operations policies and service capabilities. Organize public campaigns themed on island-wide special customs operations to create a strong atmosphere and build up the momentum.

Accelerating the implementation of core policies. Facilitate the release of core policies for island-wide special customs operations, including the catalogue of taxable imported goods and the list of restricted/prohibited import and export items, and customs supervision regulations. Formulate supporting measures in the province. Extend the validity of a series of policies that had expired, including the 15% cap on corporate and individual income tax rates, and corporate income tax exemptions on new overseas direct investment income. Amend the administrative regulations on zero-tariff imported transportation vehicles and yachts and optimize the zero-tariff lists for raw and auxiliary materials and the negative list for cross-border trade in services. Advance the promulgation of the foreign investment regulations for the FTP. Strive for the optimization of Hainan’s visa-free entry policy. Issue and implement the data export management list for the FTP. Advance research into major policy frameworks like that on sales tax, gradually building a differentiated and distinctive FTP policy system.

Strengthening risk prevention and control. Establish a credit supervision and risk prevention and control system for second-line ports. Push for the implementation of anti-smuggling regulations for the FTP, crack down on smuggling like buying offshore duty-free goods from purchasing agents as a normal practice, and improve the comprehensive anti-smuggling management system. Implement security management systems for data exports, ensuring well-regulated and orderly conduct of security assessments. Enhance compliance risk prevention and control in trade and optimize the specialized review and evaluation mechanism. Improve the major risk prevention and control system to form a risk mitigation network at multi levels involving cross-sector collaboration inside and outside the island.

2. Promoting the economy to a sustained, positive trajectory

We will tap the full potential of domestic demand, strengthen policy integration, and accelerate the formation of a virtuous cycle of the mutual promotion of consumption and investment, consolidating the foundation for steady economic growth.

Vigorously boosting consumption. Launch high-quality tourism projects with international competitiveness, initiate the project of the Sanya International Cruise Port, and advance the construction of the coastal scenic highway, the Tropical Rainforest National Park tourism highway stations, and supporting facilities in the neighborhood. Actively build high-rated tourist destinations and set up world-class tropical seaside resorts. Create the brand of “Cool Island” and make the tourist off-season thrive. Carry out a campaign to enhance tourism service quality throughout the year. Improve supervision in tourism and emergency response mechanisms, promote price transparency in the tourism market, and promote the “Worry-free Consumption in Hainan” initiative to build Hainan’s international tourism service brand. Establish tourism promotion offices overseas and “Sunny Hainan” tourism promotion stores abroad to boost the number of inbound tourists, to welcome over 100 million domestic and international travelling visits annually. Combine promoting consumption with improving people’s well-being, and vigorously implement special initiatives to boost consumption. Foster new consumption models. Support Haikou in building itself as an International City of Art Performance, Sanya as a City of Yachting in the Asia-Pacific Region, and Wenchang as a City of Space Tourism. Take action to attract conferences, exhibitions, competitions, and performance sponsors to the province. Accelerate integrated development of culture, sports, tourism, commerce, and exhibitions, cultivate unique consumer culture, and boost the nighttime economy. Build new consumption scenarios like digital, green, and health consumption. Accelerate the development of the debut economy, silver economy, and exhibition economy. Build an integrated county-level commercial system. Implement the consumer goods trade-in policies and promote spending on big-ticket items like automobiles, home appliances, and furniture.

Making every effort to expand investment. Establish a more result-oriented assessment and reward-punishment system for investment attraction, and ensure that investment tasks are assigned to each city, county, and department. Continue to give full play to investment attraction mechanisms like the “horse racing” mechanism and “chain leader” mechanism to optimize project planning and coordination. Accelerate the introduction of major industrial projects. Create a series of investment attraction brand activities under the “Investing in the FTP” initiative, and host the 2025 Global Industry Investment Conference for the Hainan FTP and the 2025 China (Hainan) Overseas Chinese Investment Conference. Establish a top leader responsibility system for project delivery, put the swift problem-solving mechanism to the fullest possible use, and match projects with relevant factors explicitly and reasonably. Advance the post-disaster reconstruction of power grids, communication systems, and water facilities. Arrange the large-scale vehicle-road-cloud integration project for intelligent connected vehicles. Maximize the leverage effect of the FTP investment fund, achieving a cumulative sub-fund scale of 18 billion yuan and attracting 50 return-investment projects. Promote projects to private capital at multi-level and dynamically release project lists, attracting more capital to participate in the construction of major projects.

Fostering and strengthening the manufacturing industry. Speed up the building of a whole industrial chain covering upstream exploration, midstream oil and gas processing, and downstream new materials, aiming for an output of new petrochemical materials of 160 billion yuan. Accelerate offshore wind farm construction to drive the development of the wind power equipment industry. Plan the construction machinery repair and re-manufacturing industry, and pioneer offshore wind-to-hydrogen demonstration projects. Plan and promote the development of deep-sea engineering equipment and submersible instruments industries. Focusing on innovative medicines and medical devices, advance real-world application research transition and upgrading, promoting the model of Lecheng research and application + Haikou production. Enhancing the effect of policy synergies. Strengthen expectation management and coordinate policy implementation and expectation guidance to enhance the leading power and influence of policies. Accelerate the adaptation of a raft of national incremental policies and existing national policies, enhance fiscal support, and introduce a series of policies for economic growth. Actively secure and fully utilize ultra-long special treasury bonds, investment from the central government budget, local government special-purpose bonds, etc. to seek to incorporate more projects into national plans. Implement policies for the replacement of existing implicit debt, devoting greater effort to addressing implicit debt. Enhancing the integration of education, technology, and talent. Promote the construction of a strong province of education, adding 40,000 public primary school slots and 5,000 regular high school slots. More than 50 percent of public primary and secondary schools will be incorporated into the management framework of education groups. Strive for an investment in R & D intensity of 1.6 percent. Highlight the role of enterprises as innovation entities, with 220 high-tech “elite action” companies. Promote the transformation of scientific and technological achievements and build more than five provincial-level technology innovation and achievement transformation platforms, with the total value of technical contracts in the province reaching seven billion yuan. Enhance intellectual property protection, application, and international cooperation. Introduce at least two signature achievements of science-education integration. The proportion of the population in the province with scientific literacy will reach 15 percent. Relying on Yazhou Bay National Laboratory, start a series of seed industry scientific research projects, publish more than 1,000 items of shared crop germplasm resources, and promote the completion of the Nanfan Breeding Science Service Center and the Nanfan Museum. Vigorously cultivate and develop the biomanufacturing industry, implement actions for the high-quality development of the biomanufacturing sector, plan a batch of key projects, and promote the construction of pilot platforms and innovation centers for biomanufacturing. Focus on marine development, seek new quality productive forces and growth points from the ocean, and build a strong marine province. Develop the “5+4+2” modern marine industries [19]. Relying on the national marine comprehensive experimental field opens up new tracks for “production through platforms, deep-sea smart manufacturing,” and creates a “smart ocean” deep-sea technology innovation hub, with the total marine production value accounting for 37 percent of the provincial GDP. Enhancing the quality of key industrial parks. Innovate the management and operation mechanisms of industrial parks, promote reforms of investment and financing systems, and encourage national-level industrial parks to take the lead. Focus on cultivating future industry clusters, with more than 20 industry clusters each worth 10 billion yuan or above. Strengthen quality and efficiency orientation, and push for more provincial-level industrial parks to be included in the national development zone approval list. Strengthen cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, deepen collaboration with the Yangtze River Economic Belt, Yangtze River Delta, and other regions, accelerate the construction of industrial parks in cooperation with Hunan, Guangdong, Zhejiang, Hong Kong, Shenzhen and Danzhou, and implement major industrial projects.

Expanding productive services. Optimize the modern financial industry, implement a series of policies such as interest rate cuts, reserve requirement ratio reductions, and loan renewal without principal repayment obligation, accurately address financing needs in the market, strengthen supply of financial policies and product promotion, and stabilize the comprehensive financing costs for micro, small and medium-sized enterprises. Accelerate the building of modern financial institutions and market systems, expand the scope of benefits from EF accounts, speed up the implementation of cross-border asset management pilot projects, promote the concentrated development of cross-border fund operation centers, expand the scale of the leasing market, optimize the Qualified Foreign Limited Partner (QFLP) and Qualified Domestic Limited Partner (QDLP) policies, and maintain rapid growth in cross-border payment and settlement scales. Strengthen the modern logistics industry by enhancing the roll-on/roll-off transportation capacity of the Qiongzhou Strait, reinforce the functional capabilities of the Yangpu and Haikou national logistics hubs, promote the agglomeration of industrial elements around port industries, and accelerate the construction of provincial-level logistics parks, for the province’s container throughput to reach five million TEUs, and airport cargo and mail throughput to reach 320,000 tonnes.

Optimize the offshore duty-free policy, guide differentiated operations, and accelerate the integration of “duty-free plus” industries, for the business entities’ offshore duty-free sales to reach 52 billion yuan. Host the fifth China International Consumer Products Expo successfully. Boao Lecheng International Medical Tourism Pilot Zone will introduce 40 new licensed pharmaceutical and medical device products, and host 500,000 medical tourism visitors. Promote the implementation of biomedical technologies, such as cell therapy. Formulate policies to support the establishment of wholly foreign-owned hospitals and accelerate the introduction of high-quality foreign-funded hospitals. Continue to build the brand of “foreign education in Hainan.” Strive for the approval of Moscow Power Engineering Institute Hainan campus and EHL Hospitality Business School Hainan campus. Expand the scale of international pre-college, study tours, skills training, language training, and other non-degree education. The number of teachers and students in the Lingshui Li’an International Education Innovation Pilot Zone will exceed 10,000, and the second phase of the construction will begin.

Creating a new model for the development of the real estate industry. Implement city-specific strategies to adjust and reduce restrictive measures, stabilize market expectations, and promote a steady recovery and improvement in the real estate market. Effectively utilize the provincial-level real estate financing coordination mechanism, and expand the scope and effectiveness of the white list projects. Make good use of policies such as lower down payment ratios and personal housing provident fund loans to continuously boost market confidence. Improve government-subsidized housing policies and complete 14,000 units of government-subsidized housing.

5. Focusing on deepening reform and expanding opening-up

With greater efforts, comprehensively deepen reform and expand opening-up at a higher standard to stimulate internal motivation and innovative vitality of various business entities and creativity of the society as a whole.

Promoting reform in key areas. Achieve high-quality completion of the reform and enhancement of state-owned enterprises (SOEs). Improve the classification assessment and evaluation methods for SOEs, deepen the reform of SOE leaders’ payment structure and salary determination mechanisms, and encourage provincial SOEs to increase investment in the leading industries of the FTP. Implement policies supporting the development of the private economy, introducing a series of landmark measures in areas such as market access, access to resources, fair competition, and relief and assistance for business. Strengthen the implementation of the financing coordination mechanism for micro and small enterprises. Protect the legal rights and interests of private enterprises and entrepreneurs. Continue to build two headquarters bases, two networks, and two hubs. Implement the Global Free Trade Zone (Port) Partnership Initiative effectively. Optimize the work permit system and service management measures for foreigners and improve convenience, attracting more foreigners to work and live in Hainan.

Creating a first-class business environment. Implement regulations on second-line ports customs clearance and credit management, corporate supervision inspections, and other related regulations. Create and enhance more than 40 new application scenarios such as offshore trade credit supervision and credit-based healthcare services. Carry out special actions to standardize enterprise-related law enforcement, and implement One-stop Comprehensive Check and One-stop Comprehensive Supervision in multiple industry sectors. Build an international service portal for the FTP. Deepen the simplified approval of comprehensive licensing and convenient certificate reforms. Expand the scope of “getting things done with high efficiency,” with 32 new service items launched. Build a new type of clean and friendly government-business relationship. Carry out the push for “quality improvement and efficiency” in the government’s digital transformation, strive for a first-class business environment, and address historical issues related to business operations in a three-year program. Make sure that key cities, counties, and industrial parks reach the national top level of the business environment first.

6. Focusing on coordinated regional development

Adhere to the principle of coordinated development of land and sea, linking mountains and seas, and integrating resources. Plan, build, and manage the entire island as a whole, and construct a coordinated regional development pattern that is compatible with the development of the FTP.

Enhancing the capabilities of the Three Poles, One Belt, and One Area. The “Three Poles” should take a leading role, and Chengmai, Qionghai, Wenchang, and Dongfang should make more contributions, with their economic growth surpassing the provincial level. Accelerate the progress of ongoing projects such as the Yangpu Port Expressway, and solidify the preparatory work for projects such as the expansion and reconstruction of the expressway loop line, the Guilinyang interconnection to Meilan interconnection section of the Haikou-Wenchang Expressway, and the Haikou section of the Lanzhou-Haikou Expressway. Explore new mechanisms for intercity and intercounty cooperative development, promote complementary advantages in cross-regional industrial chains, and drive the creation of a number of institutional innovation cases that can be replicated and promoted.

Promoting new urbanization strategy. Further deepen the reform of the household registration system, improve the provision of basic public services based on permanent residence, accelerate the advancement of five national-level new urbanization pilot projects, and raise the urbanization rate of the resident population to 65 percent. Accelerate preliminary work for the Sanya New Airport, Danzhou Airport, and Dongfang Datian Airport. Start projects such as the Zhanjiang-Haikou High-Speed Railway, the 100,000-tonne public grain and oil terminal at the State Development and Investment Corporation (SDIC) Yangpu Port, and the first phase of the Baosuo Port Gaopai Port Area. Complete the Tianjiaotan Reservoir project, the Longtang Dam project of the Nandu River, and the main construction of the Maiwan Water Conservancy Hub and Northwestern Hainan Water Supply Project. Promote the approval and commencement of the Sanya Pumped-Storage Hydroelectricity Project. Implement post-disaster reconstruction planning. Strengthen the construction of urban flood control and key regional waterlogging prevention capabilities. Promote the construction of international submarine cables and international communication entry/exit stations. Carry out pilot projects for the application of dual 10G technology represented by 5G-A and 10G optical networks, and promote the construction of the “10G FTP.”

7. Focusing on promoting comprehensive rural revitalization

Learning from and applying the experience of Zhejiang’s Green Rural Revival Program, with modern agriculture as the primary direction, and beautiful and harmonious villages as an important carrier, the core goal is to increase farmers’ income and accelerate the development of agriculture in the province.

Precisely cultivating modern agriculture. Ensure solid progress in farmland protection and food security efforts. Gradually create national and provincial modern agro-industrial parks, industrial clusters, and strong industrial towns, nurture 10 leading agricultural enterprises, and strive to make the ratio of the total output value of the agro-processing industry to that of the total agricultural output value exceed 1:1. Promote the concept of “Hainan seeds for Hainan province,” strengthen the selection and research of local leading varieties, and promote the cultivation of new and high-quality varieties on more than 180 thousand mu (about 12,000 hectares). Build standardized rubber plantations on 300 thousand mu (about 20,000 hectares). Promote mechanization in rice planting and harvesting, achieving a comprehensive mechanization rate of over 78 percent, and a 64 percent contribution rate of science and technology in agriculture. Accelerate the development of the national-level fishing port economic zone, add two large-scale framework-type aquaculture cages, and 400,000 cubic meters of deep-sea water for aquaculture. Smooth the distribution channels for agricultural products, add five regional public agricultural product brands, 10 corporate brands, and 20 product brands. Develop one to two nationally recognized rural tourism products. Recognize five provincial-level shared farms.

Orderly building beautiful and harmonious countryside. Complete the final phase of the five-year campaign for rural living environment improvement, reaching 90 percent coverage for rural sewage treatment, 96 percent coverage for tap water, and 100 percent for rural domestic garbage classification in administrative villages. Install street lights in 50 percent of the main roads and public areas in villages. Promote basic public services in rural areas, achieving health management service rates of 65 percent or higher for urban and rural communities for seniors aged 65 and above. Steadily increasing farmers’ income. Train over 4,000 high-quality farmers, and increase the number of leaders in rural labor services, exemplary wealth creators, and highly skilled craftsmen to more than 8,000 people. Expand new types of rural collective economies, so that the collective economies with an annual income of over 100,000 yuan and 300,000 yuan account for 55 percent and 20 percent of the total respectively. Guide farmers to plant high-quality, high-yield crops and develop 40 thousand mu (about 2,666 hectares) of rubber-plantation based intercropping economy. Continue to prioritize ecological conservation and pursue a green development path, strengthen the rectification of prominent environmental issues, and protect the lush mountains, lucid waters, blue seas and skies.

Maintaining world-class environmental quality. Achieve the environment quality targets set in the 14th Five-year Plan with high standards. Strictly and effectively advance the rectification of issues identified in the third round of the central environmental inspection. Conduct “follow-up reviews” of the rectified issues and consolidate the results of the corrections. Continuing to implement landmark projects. Promote the amendment of the Hainan Tropical Rainforest National Park Regulation, carry out the second phase of the National Park Artificial Forest Disposal project, and promote projects such as community construction at National Park entrances. Promote the use of more than 100,000 new energy vehicles. Achieve a 95 percent compliance rate for single-use plastics ban in farmers’ markets in urban built-up areas across the province, and an 82 percent substitution rate in key industries and venues. The area of prefabricated buildings accounts for more than 80 percent of new construction. Continue with the “Six Water Treatment” campaign, with 100 percent coverage of domestic sewage treatment facilities in administrative towns. Launch the Zero Waste Island Initiative. Promote the implementation of landmark projects such as the China-Europe (Baoting) Green Digital Innovation Cooperation Zone and key low-carbon industrial parks.

Continuing to achieve carbon peaking and carbon neutrality goals. Promote the construction of a low-carbon island, and improve the waste recycling system. Fight the final battle of control over the amount and intensity of energy consumption and establish a control system for the amount and intensity of carbon emissions. Establish a carbon footprint management mechanism for Hainan FTP’s featured products. Take further efforts to Hainan as one of the safest areas in the country. Pass on the tradition of revolution and sustain our revolutionary legacy. Strengthen mutual support between civilian sectors and the military., improve the service and support system for veterans, and increase the benefits for service members and their families, veterans, and other entitled groups. Promoting employment stability and income growth. Implement employment stabilization policies and measures, carry out high-quality and full employment initiatives, and create over 170,000 new urban jobs. Continuing to enhance residents’ civic literacy and societal civility. Unswervingly use the Party’s innovative theories to preserve the unity and nourish the spirit, cultivate and promote socialist core values. Realize extensive public participation in promoting spiritual and cultural advancement. Strive for a coordinated advancement of material and cultural-ethical civilization. Strengthen education on fostering a strong sense of community for the Chinese nation. Protect, utilize, and pass on historical, revolutionary, maritime, and folk cultures effectively. Start the second phase of the China (Hainan) Museum of the South China Sea project. Enhance cultural innovation and creativity, and develop the cultural industry. Continue to successfully host the Hainan Island International Film Festival and the Dongpo Cultural Tourism Conference. Improve the urban-rural public cultural service system and plan a series of major cultural and sports activities themed on the FTP’s island-wide special customs operations, enriching the spiritual and cultural lives of urban and rural residents. Achieve an 90 percent coverage rate of mass fitness activities centers and one field and two halls [24] in cities and counties. Promote free or low-cost public access to sports facilities. Increase support for public sports events and enhance public sports engagement.

The new journey and new mission have set higher standards for government work. It is imperative to make further progress in building a law-based, innovation-driven, clean, and service-oriented government, and redouble efforts to improve government performance, in a bid to secure the quality and effectiveness of all tasks with the certainty of government work. We must remain loyal to the Party. We will firmly affirm Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, affirm the guiding role of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; and resolutely uphold General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole, and uphold the Central Committee’s authority and its centralized leadership. We will consolidate and expand on what we have achieved in theoretical study initiatives, and advance regular and long-term learning and education on Party disciplines. We will always maintain a high degree of unity in thought, politics, and action with the CPC Central Committee with Comrade Xi Jinping at its core. We will enhance the ability to exercise administration by the law. The Provincial Government will lawfully submit to supervision from the Provincial People’s Congress, willingly accept democratic oversight from the CPPCC Provincial Committee, seriously handle suggestions from deputies to the Provincial People’s Congress and proposals from members of the CPPCC Provincial Committee, voluntarily subject itself to social and public opinion supervision, and strengthen audit and statistical supervision. We will improve administrative litigation responses to promote the resolution of administrative disputes at the early stage. We will advance legislation in key, emerging, and foreign-related fields. We will launch the one-year drive to improve comprehensive law enforcement. We will stimulate the motivation and vitality of government officials. We will continue to follow the guiding principles of the CPC Central Committee’s eight-point decision on improving Party and government conduct to advance the transformation of conduct, take resolute measures to tackle pointless formalities, bureaucratism, hedonism, and extravagance, and effectively ease burdens for governments at the primary level. We will apply the “Three Distinctions” (here refers to the distinctions between errors caused by lack of experience in pilot reforms and deliberate violations of discipline and law; between errors made in conducting experiments that are not explicitly restricted by higher-level authorities and arbitrary violations of discipline and law in the face of higher-level authorities’ explicit prohibition; and between unwitting errors made in pursuing development and violations of discipline and law for personal gain.), step up positive incentives and care for primary-level officials to encourage officials across the board to carry forward the pioneering and hardworking spirit of the Special Economic Zone. We will foster and exercise a correct view of what it means to perform well, enabling willing and capable officials to act and deliver. We must strengthen the pragmatic style with a focus on effective implementation. Following the requirements of full and faithful implementation with swift and decisive action, practical efforts and bold measures in a judicious manner, and the sense of time and responsibility that “no matter how late the work has been done today, it’s still earlier than tomorrow; no matter how early the work will be done tomorrow, it is already late”, we will make prompt response to orders and take immediate actions, we will continue to optimize the mechanism to get things done,  create a sound environment to be easy to get things done, we will strive to perform well as executors and real action takers. We will build a clean government of integrity and righteousness. We will relentlessly combat corruption with a focus on eradicating the soil and conditions for corruption, strengthen constraints and supervision over the exercise of power, and educate and guide officials to enhance their ability to resist corruption and prevent moral decline We will have in-depth application of the Unified Supervision Network [25] and expand the application scope of the Machine-Based Management Plus mechanism. Institutional building will be strengthened in key areas such as approval and supervision, investment and financing, engineering construction, government procurement, and public resource transactions, to forge a culture of integrity and responsibility across the governments at all levels. We will improve the quality and effectiveness of planning. We will focus on pooling collective wisdom and strength to　enhance research on forward-looking and strategic issues of overarching importance. We will formulate the 15th Five-year Plan with high standards to ensure that it conforms to reality, incorporates the Hainan FTP’s characteristics, and that it is capable of spearheading development and standing the test of time. We will plan and implement an array of major reforms, projects, platforms, and policies to achieve a strategic layout at critical points on the new journey in the new era.

As the wind drives the tide up, we must cleave the waves and sail forward; as there is still a long way to go with great responsibilities, we must stride ahead with great perseverance. To accelerate the building of a free trade port with Chinese characteristics and global influence, there is no shortcut other than hard work. Let's rally even closer around the CPC Central Committee with Comrade Xi Jinping at its core, and follow the leadership of the CPC Hainan Provincial Committee, to make solid progress in pursuing high-quality development and building the free trade port, and redouble our efforts in writing the Hainan chapter for Chinese modernization.

[9] A Hainan student won the province’s first gold medal at an international Olympiad: In July 2024, at the 56th International Chemistry Olympiad, a Hainan student on the Chinese team won a gold medal, achieving a historic breakthrough for international gold medals in the five major subject competitions (Mathematics, Physics, Chemistry, Biology, and Information) from Hainan.

[10] One Hundred Social Organizations Linked with One Hundred Villages Initiative: Mobilizing over one hundred social organizations to sign paired support agreements with more than one hundred villages.

[11] Two types of subsidies for people with disabilities: Living subsidies for persons with disabilities who are in difficulty and nursing subsidies for persons with severe disabilities.

[12] Two reductions and three no incidents: The year-on-year reductions in the number of workplace safety accidents and deaths, no major workplace safety accidents, no major fire incidents, and no major forest fire incidents.

[13] China’s first ad hoc arbitration case being heard in the province: In July 2024, a contract dispute between two companies registered in the Hainan FTP was heard by an ad hoc arbitral tribunal formed with the cooperation of the Hainan Arbitration Commission. This improved the efficiency of resolving commercial disputes and enhanced the operational efficiency of enterprises. This is the first ad hoc arbitration case in China.

[19] “5+4+2” modern marine industries: Fostering the five emerging industries of deep-sea oil and gas, marine renewable energy, marine engineering equipment, marine biomanufacturing, and modern marine services; optimizing and upgrading the four traditional advantage industries of marine fisheries and seafood processing, marine tourism and culture, marine transportation, and marine chemicals; and proactively planning the two future industries of deep-sea and polar industries.

[20] Two headquarters bases, two networks, and two hubs: The headquarters bases for Chinese enterprises to go global and for foreign enterprises to enter the Chinese market, the international economic and trade cooperation network and the international cultural exchange and cooperation network, the new western land-sea corridor international shipping hub, and an aviation regional gateway hub facing the Pacific and Indian Oceans.

[21] Three lines of defense: The first line of defense monitors and forecasts “cloud rain” with meteorological satellites and rain-measuring radars; the second line of defense monitors “ground rain” with rainfall stations and carries out flood evolution forecasting; the third line of defense monitors flood evolution through hydrological stations.
